ICANN's budget is limited and the staff small. It had a very hard time handling the registration process. So I am not shocked by the outsourcing of the election. The company was chosen after a selection process. Let us never forget this is a very innovative operation, hard to predict because of the lack of experience. I think the difficulties we are encountering are a small price to pay for such an innovative experience.

In view of ICANN's tight budget and limited staff and not least the technical problems during the member registration period, it was probably a good idea to out source the practical handling of the election.
Since the candidates were of course not involved in the selection procedure, we cannot say why election.com of all bidders got the job. However, the buggy software of election.com is indeed more than embarrassing as it threatens to discredit the whole election process. Let's hope that they get it fixed quickly!

Election.com was contacted to conduct the first At-Large elections. Because of the high public awareness of the election, it is very important that the elections work fine. (especially it must be guaranteed that the elections are secure and anonymous). Obviously Election.com offered the best product and therefore ICANN decided to hire them. See Esther Dysons statement (http://www.icann.org/announcements/icann-pr21sep00.htm)

I think it is important that ICANN has chosen to use externals to carry out the At-Large elections because 1) an external company will not be affected by the result, 2) an experienced external company will do a better job than ICANN internals. I do not know why Election.com has been selected to carry out the election. I have had nothing to do with this whatsoever, but I assume they have been selected for their price/performance. If you have technical problems with your vote, try again later. I know that other people have been successful with their votes.
