Question: One candidate for the North American seat has suggested that a more meaningful domain system might be needed. Do you agree? If so, do you have any suggestions?

I don't know if I'm the candidate you mean, but I certainly believe this is correct. If the TLDs could evolve like ordinary language evolves, then conventions would become more regular and stable. As it is, the artificial scarcity of TLDs makes it hard for norms to develop about what it means to be in a given TLD. I have friends who have .com addresses as family web sites. That's just a confusion. But I should emphasize: I don't think that ICANN should be in the business of setting the meaning of TLDs. ICANN should just let the language grow.

I believe that the current domain name system would be adequate if we opened up the TLD allocations.
