In the past, both at the time of initial registration of the at-large members at the end of July and at the time of activation, the ICANN server was very busy. Because the original estimate of the number of at-large members was much smaller than the actual numbers registered, the ICANN server could not handle the access properly. There still seems to be a problem this time.
