Question: As you know, in the present BoD not everyone is happy with ALM. OTOH, one may see more legitimation in a larger community than in ALMembers-with-PIN. But nowadays, a limited, non-binding voting system could be useful for AtLarge Directors to address important issues (any ideas?). Too expensive?

I think a non-binding easy-to-use voting system can be useful, if only registered and activated members are allowed to vote. Activated members have been through a check (a paper mail has been sent to a certain address, and the user has used the PIN in the mail to activate the membership through the network) and there is to a certain degree assured that the member is an individual person. Not perfect, but better than nothing. If this check had not been carried out, a large number of misuses would have lowered the credibility of ICANN. In an ideal world any individual on the net should be able to vote, but in this case some groups or organisations may feel that there is too much at stake. Unfortunately human individuals are not perfect, therefore a mechanism to control the membership is needed. I also think some kind of registered membership is needed for the Support Organisations (SOs).
