The opportunity to participate in ICANN as an at-large member should be available to everyone, everywhere. It should be as readily available to those with minimal dial-up or visit-the-local-school email access as to those with high speed dedicated Internet connections and the latest web browser. ICANN should construct all of its communication channels with its members so that there are as few barriers to participation as possible.

I think one of the underlying principles of the Internet (and a reasonable consideration for ICANN decisionmaking) is universal and inexpensive access. I also think that ICANN should provide easier access to information about what it does and should make it easier for people to participate (easier registration, etc). That's a good place to start.
