The democratization of the Internet in Latin America and the Caribbean has to be dealt with in a variety of ways, reflecting the considerable differences among contries in the region. No general policies, coming from whichever organizations (ICANN included) should be sold as substitutes for local initiatives and leadership. Nevertheless, it is perfectly feasible to create opportunities for a much better articulation of the region's talents and policies, especially through regional meetings. As an example, we are involved in the creation of LACNIC, the address management body for the region, and this challenge will no doubt create opportunities for regional leaderships and opinion makers to get together and, besides the specific agenda, share experiences and catalyze consequent actions in each country. At this point, there is no silver bullet: we have a lot of work to do.

On an emergence basis it is necessary to give Internet access to this careless and information-eager populace, which lives out of globalization process just waiting for opportunities to envolve. In order to these objectives can be achieved there must be efficiency and democratic aptitudes where social interests prevail.

I'm sure that ICANN is intended to contribute for achieving this goal in a practical and objective way. On this circumstances surely Haiti would be included.
