Question:
Emerson Tiller's response to Advisory Group Of Experts question leads me to believe that, on his watch, gender and race would be criteria for denials and awards. Is this true Mr. Tiller?

Not true. My suggestion is to find parts of society who have yet to participate and invite them into the process of decisionmaking. Not clear where you derive notion of denials and rewards. Thus far, denials and rewards have been the product of a limited set of participants.
When the board perceives the at-large constituency to be broad (including all segments of society), it will no longer cater to particular interests without fear of removal. What I propose to do is the opposite of what you fear. I do not advocate any group having special status for denials and awards.
