Questions for all candidates in all regions. I would be grateful for an answer this week.

The domain name registry system should be decentrally organized and owned by the universe.
The universe is a (sub)total of all cultural entities. Cultural entities have their own policies on handling questions of public space, properties of things, names, numbers. So, commercial entities can have their rules like UDRP, hackers space can have their rules like GPL, Islam can have their rules like copyright is stealing from the public space and if you want, you can have your own space where god is a question of multiple-choice.

I use the term owner to identify the entity that can give the registry away. The owner of the gTLD registry: The owner should be ICANN. The owner of ICANN should be the Global Internet Community which should control ICANN as an owner. How? An organizational study by experts on international private organization should propose some alternatives. The owners of the 250 ccTLD registries: Formally speaking the owners should be the respective 250 private companies, but ICANN should secure through agreements/contracts that the ccTLDs continue to serve the interests of the respective 250 Local Internet Communities. Remember that a local Government is part of the local Internet Community.
