Topic: Who should own the domain name registry?

Question: Questions for all candidates in all regions. I would be grateful for an answer this week. In your opinion, who should own the domain name registry? Multiple choice (please choose one): a) US Govt; b) ICANN; c) NSI; d) Other (Please specify)

d) no one should own it, but it should be managed under contract from ICANN.

I'm not sure the question makes sense and would like some further explanation. A registry of anything (e.g., birth certificates) is commonly maintained by some publicly-responsible organization like a government on behalf of its constituency, and I imagine the same ought to apply to a domain name registry. Since the latter is intrinsically global or international, it seems obvious to me that it should not be owned by any national government, but rather by a suitable constituency-based international body, like ICANN.

d) Data are not owned. Registries will produce lists which are held, and made available, according to the terms set in contracts.
