Question:
How do you explain the small number of At Large Members from North America as compared to the numbers from Europe and Asia? How do you propose to change this situation?

The small number of at-large members is due to the fact that 1) a national presidential election is consuming the U.S. press; 2) ICANN did a poor job in informing the public about the at large membership opportunities; 3) the registration-activation process was unduly cumbersome. The small number of at large members has nothing to do with the public's view of ICANN's legitimacy. The public by and large has never heard of ICANN. I would change this situtation by notifying more news organizations, social and religious organizations, colleges and university student organizations. I would also have ICANN call on the Internet website community to post a link to ICANN for an ICANN Awareness week.

ICANN has not earned the attention of
most internet users, even though it has
the potential to do harm. For people to get
involved, the organization must become
better known, and must convey a stronger
sense that it is responsive, and
responsible, to the net community.
I'm not a believer in marketing first, and
substance second. I believe if you build it,
they will come. We should first worry
about building the right sort of ICANN; the
members will follow the good.
