Topic:
DNSO-NC: individual DN holders missing
Date: 2000-09-20 04:27:27
Author: Geza Giedke <geza.giedke@uibk.ac.at>
Question:
(from Joop Teernstra, www.idno.org)
The DNSO Names Council constituencies are not representing typical
Individual Domain Name holders' interests.
This has resulted in onesided policy recommendations to the Board.
The General Assembly has voted for review and change of the existing NC
composition.
Can each candidate please comment?

Indeed, if you look at http://www.dnso.org/dnso/aboutdnso.html you can read Names Council, consisting of representatives of constituencies elected by those constituencies which sounds to me like a nice phrase for we are a closed club and do what we want and call it representative. DNSO/ICANN already found out, that things donīt work like that.
If I understood right, the running review process takes attention to the question of legimitation; which IMHO should mean representing the typical individual domain name holderīs (whoever that is) at least as well as the non-typical ones. There is a report on this issue announced for the november meeting.

The DNSO in general and the names council in particular don't represent all domain name holders. The DNSO is currently under review. The lack of representativeness should be a major issue of the review. Another topic worth to be considered is the constituency model. As it works right now, it hampers the DNSO's consensus-building process.

The current DNSO - NC structure is broken. The ICANN Board has initiated a review, which when finished, will form the basis for restructuring the DNSO in a way that the organizations and individuals participating in the DNSO can express their opinions and concerns in an effective way and formulate structured advises to the Board. I assume that the review also will look at the whole structure of the DNSO (Constituencies, DNSO-GA, NC). My current view is that the At-Large membership is the scene individuals should use to express views and concerns regarding the interests of the individuals, including individual domain name holder interests. The result of the review may change my mind.
