INIA was the first organization to have an Internet Connection
in Uruguay after the state University who is the ccTLD administrator.
We have Internet proyects and e-mail based applications since
1991. Currently INIA has an important digital WAN with several
rural access point and we are working to give all the scientist
of the institutions good access to Internet from all the points
in the country.

is a e-commerce site. Portalgro is implementing the first
cattle electronic market in Latinamerica which will start
operations in the next October 2000. In this project, in which
I play a key role, participate financial institutions, the
Uruguayan Electronic Stock Exchange and Farm's Associations.

Internet
consultant for International Organizations and Internet Proyect
consultant in Regional Integration.
I have
been consultant in Internet matters in proyects funded by
UN (1999), IDB (Interamerican Development Bank) (1995,1999),
FAO(1996), IICA (Instituto Interamericano de Cooperaci—n en
Agricultura) (1996,1997,1998) and other International organizations.
I have
adviced governments and important stakeholders of the private
sectors, in estrategic uses of Telecommunications and Internet
to support regional negociations in the integrational process
(MERCOSUR). I have developed models wich have been implemented
in The the Agricultural and Industrial sectors.

LACNIC is a project promoted by ENRED, CABASE, ECOMLAC,
NIC Mexico, AHCIET and The Internet Brazilian Committee.
- ENRED,
Latinamerican Network Forum (http://www.enred.org)
is a non profit organization founded in 1990. ENRED is the
main organization in the non profit Internet related sector
in Latinamerica. Its members are individuals and the most
importants Academic Networks, Universities and NGOs of Latinamerica.
ENRED has been the most important non profit stakeholder
in Latinamerica in the IFWP and ICANN process.
- Every
year ENRED organizes an important training workshop in Internet
topics. This event is organized together with ISOC, ESLARED
and famous universities of LAC. Each year more than 200
persons participate of those activities.
- The
Internet and Society Workshop is one of the training activities
of ENRED. This year this meeting was sponsored by UNESCO
and I coordinated the program, selection of speakers, and
panels. Important and relevant persons from the Governmental,
Commercial and Non commercial sectors participated as speakers
in this conference.

Experience
with the Internet's domain name and/or IP address systems:
From the
technical point of view, I have lead the project in which
we get connected to Internet the first non-univertsity network
in Uruguay through the Uruguayan NIC in 1994. In that case
we had to learn DNS configuration, which are much more easy
now. All of this was new knowledge. I have actively participated
in the current Internet's reform process since 1997 physically
attending IFWP meetings and also by e-mail.
After
ICANN creation I have worked to get more people from LAC involved
in the process promoting the discussion in every place where
it was possible.
I was
an NC member on behalf of the Non Commercial Constituency
and I had an active participation in WG-C. My comments on
the final reports of WG-C and WG-B were the only comments
received from Latinamerica. So, I can say that my understanding
about DN issues is really good.
I have
complemented my experience in DN issues with Addresses policies
due to my participation in the LACNIC. Currently I serve on
the Lacnic board as Chair.
Experience
with the Internet's architecture:
Since
1997 I have been working as a coordinator and instructor in
the Latinamerican Internet Technologies Workshops, in particular
for the matters of implementation of Information Systems where
I teach TCP/IP, network security and Server Configuration.
I have
worked in networking and communication's projects as a technical
manager or consultant in Uruguay and other countries. Since
the first Internet projects in Uruguay, 10 years ago, we had
to face severe problems due to the lack of human resources
in that field. Nevertheless working together with a small
group of organizations interested in Internet issues, we developed
a valuable experience.
Experience
in international and/or multicultural environments:
During
the last 5 years, I have been involved in several International
Organizations (ISOC, ENRED, LACNIC), in multicultural and
multilinguistical activities, besides ICANN itself. These
activities have contributed to deepening my understanding
of different cultures.
What I
hope to contribute to the ICANN Board?
I hope
to contribute to foster the multicultural aspects of ICANN
and to emphasize the need to consider the social implications
of ICANN board decisions. I wish to collaborate with the democratic
character of the organization and promote the participation
of people, institutions, enterprises and goverments from the
developing countries.
I am committed
to the stability of the organization, understand its specific
technical and associated policy scope, and wish for it to
be most effective in this area.
Whether
I consider myself a representative of user, technical, business,
public interest, academic, governmental, intellectual property,
or other interests?
I consider
my self as a representative of the Latinamerican public interests.
My viewpoint is a balance between commercial and non-commercial
interests, in particular for aspects like IP numbers and domain
names,for users and goverments. Possibly I have been more
representative of public and academic interests which is well
known in Latinamerica, but I have involved in commercial projects
too and I have very good ties with private sector representatives.
