Question:
The ICANN's various policies are influenced by many factors. Whatever the reason, the problem lies in a fact that ICANN's many policy making processes are very uncertain. I like to ask the all candidates whether they have the solution to improve the situation.

We, as candidates, of course hope that we can bring adequate solutions to the unresolved problems as well as new problems we may encounter. I appreciate your question which will keep my mind on the possibility of being uncertain. The term Uncertain in some cases means non-deterministic. This happens by decision-making of the director board for lack of experience and knowledge on new events on Internet or new requirements of netizens. Uncertain means at the other time inconsistent. Inconsistency brings often the netizens uncertain feelings. Such cases indict that we fail to make decision in a systematic manner. I think the better way to decline the uncertainty is to keep robust but not only flexibile, by the directors and the organisation as a whole. To reach this, we must improve our knowledge, accumulate the experiences (in an information pool), communicate with at-large members (brainstorming) and introduce preventive thinking in our decision. And, if we are not sure about the effects of the principles and rules we are making, then not make them. Let the freedom determine the effects.

We all, as candidates, hope that we can bring proper solutions to the unresolved problems. Our solutions may not all be the same, but I am sure that it is to make better the policies that currently exist.

I like the ICANN structure because of its flexibility. Since this organization is still in the process of evolving, too much structural inflexibility may cause ICANN to be more of a bureaucracy, and less responsive to the needs of the Internet and its users. The key is an open and transparent process where everybody can participate in ICANN activities.
I believe that ICANN should focus on, at least, three important elements:
1. diverse representation to reflect our diverse stakeholders,
2. openness of procedures and transparency of decision-making, and
3. effective communications with our stakeholders and the general public.
