1. The goal of ICANN is still to help people by establishing an optimal Internet World with self-regulation but not by making law.
2. The barriers to free Internet access could be removed.
3. The structure of ICANN could be more transparent and effective.
4. The board members will address technical decision making centric to economic, political and social policy outcomes.
5. The at-large member will be more and more aware while evolving in the decision- making process.
6. The IP technologies will be everywhere in our daily communication, at least so convenient as telephony today.
7. The borders between nations will be less and less and main conflicts emerge between constituencies and between interest groups.
8. The problems to be solved will be resulted at first from Scarcity and then from Abandon.
9. If we could not be careful with a high-speed development of technologies and economics, we might rush into an uncontrollable state. Hence, self-organization and self-regulation in Internet world will be crucial concerns of ICANN.
10. And, I hope the ICANN in the future will not become the UN of today.

Along with the fast development of the Internet, ICANN will increasingly play an important role in the knowledge-based society in the 21st century. To this end, ICANN should involve more people from the Internet community to be part of the administration and decision making process of ICANN and make itself even more open and democratic in order to have a wide representation by the people from different countries and regions. Also, ICANN should be more willing to test and adopt newly developed technologies in the administration and management of Internet addresses and protocols relating to DNS and to adapt its management to the development of the Internet technology.

I believe that ICANN can be a 21st century model for an international organization dealing with new technology and the new economy. (if we grow this properly).
In the age of the Internet and the information revolution, we need a new international arrangement, which can meet the speed and flexibility of changes in technology, the economy and the society.
In order to promote the Internet, we should keep it away from conventional regulations, yet we need some sort of order to assure confidence. For this purpose, we need a volunteer private sector driven structure where all stakeholders can equally participate. We need to conquer many impediments and challenges.
ICANN was just born. It has tremendous possibility. Although its mission is limited to technical management of the Internet domain names and IP numbers (and I do not think it is ideal to expand it, at least for a moment), the way it solves and decides issues is a very good and practical model for many other global policy issues. For instance, the online dispute resolution mechanism can be used for other issues such as those relating to privacy protection and consumer contracts. (Again I am not proposing that ICANN should be handling such maters, but just suggesting that such system or idea can be used for many other disputes.). All policy issues of the information age are global.
