A Q&A site like this should be created, where the at large director can asnwer all his member's questions. Discussions and consessus can be made base on a mailing list.

I believe the most important element to all the issues in this question is the will to communicate and to reach the goals mentioned here. Further more, it depends on a neutral position to conect different interest groups such as I stated in my web pages for the ICANN nominee site and my own site. As the baseline to serve at-large members, I have called a group of young students and fellows from various countries of the AAP region to study the requirements on Internet in their own native lands. If I am elected as a board member, I will use instruments such as 1. Mailing list, the myicann site I own, the official ICANN sites to share information with at-large members, occasionally, I will ask for supports of local member groups to arrange face-to-face communications while attending international events abroad from Taiwan. 2. the discussion forum of myicann site and emails to discuss with at-large members, again I think the opportunities of face-to-face communication including ICANN meeting will help this. 3. I believe the respect to at-large members and the will to communicate is the best approach to reach consensus. At last, I would like to repeat that I would also like to attend the meetings of different constituencies and groups to listen to the voices of at-large members. Of course, my attendance should not disturb the meetings.

I believe ICANN should focus on, at least, three important elements: --diverse representation to reflect our diverse stakeholders, --openness of procedures and transparency of decision-making, and --effective communications with our stakeholders and the general public. There are various ways to contact the ICANN Board Members both directly and indirectly. We can use the ICANN website. I want to keep an open and transparent process for all ICANN members. I will keep my website open for all comments and communications to the extent allowed by the ICANN rules. My email address is mkatoh@makatoh.net.
