I think the current composition with nine at-large directors is rational. With this composition, the at-large board members could at least try to balance the conflicting interests as you mean. Therefore, I am in a position being against a reduction of the at-large director board members, as many at-large members suspect since the Yokohama meeting. Nevertheless, de factor effects of the balancing power will depend on the result of the election. Said differently, it depends on the characteristics of the elected board members. When the elected board members possess the same characteristics with the other nine, the intended balance will be difficult to arrive. Hence, I also believe this election is very important for monitoring and balancing the potential interest conflicts.

The ICANN Board of Directors is currently composed of nineteen members: nine selected by the At-Large Membership, nine selected by ICANN's three Supporting Organizations, and a President. At the Board's recent meeting in Japan, there was serious discussion about changing the Board's composition, possibly by reducing the number of At-Large Directors. I think the composition of the Board properly represents the At-Large membership at this moment. It is important to have a good balance of at-large representation and those representing special expertise. This mixture may change over time, but there is no reason to change it now.
