Chartered TLDs can be very useful if we select them carefully and can avoid some of the cybersquatting problems. I think that ICANN should included chartered TLDs as one of the possibilities for future gTLDs. Whether we should create a separarte TLDs for non-commercial purposes only should be reviewed in the same open and transparent process the ICANN Board adopted in Yokohama.

1. The Chartered TLD's was discussed in the NCDNHC forum in Yokohama. Great power will be given to those who write the Charters. I think it will be excellent, if Charters are democratically written and approved by all registrants in a TLD. But proponents of Chartered TLD's may have other plans. There is great scope for oppression of registrants in chartered TLD's. 2. A special purpose TLD for non-commercial purposes could be used to drive all non-commercial registrations to that TLD. The real world is not so neatly divided. In reality, many Domains start as Individual or non-commercial, but then find a market niche and become commercial. My personal preference is freedom to register wherever the registrant wants, but perhaps you have a different view.
