Question: myungkoo kang(korea Internet forum) The GAC is arguing that national governments must be responsible for their own national ccTLD administrator. What is your opinion on GAC's argument?

I agree with GAC. But I also feel that ICANN should setup a International Internet Governance Law that is enforced by all governments as well.

Under the current legal structure, ICANN cannot directly deal with the ccTLDs. Therefore, the GAC's argument is right. However, this does not mean, I believe, that ICANN should not exercise its role to coordinate among different ccTLDs. As a matter of fact, issues relating to such ccTLDs as .tv or .nu could create a broader concern on the domain name system in general, and the national ccTLDs as well as national governments should work out some mechanism to solve problems. I think, ICANN should work closely with these national ccTLDs as a coordinator.

I think, they could do so if they want but don't cause the poor tax. I believe the ccTLD issues are intertwined with gTLD. If the control on ccTLD get more strictly, people will begin turning to ccTLD. My advise to the government agencies is that they should consider more for the infrastructure and more for the last miles.
