Topic: 1.3 Million Domain Names Held By NSI

Question: The NSI spokeswoman said the 1.3 million names Network Solutions is holding will not be released until after the ICANN election. What are your positions on this matter and what will you do to facilitate the release?

I am strongly committed to ensuring ICANN has a policy promoting competition. I do not know at this time all the facts of this matter, and why these names are being withheld. Perhaps for some at least there are good reasons. Obviously I think the Board should look into the allegations and determine for itself precisely what the facts are and NSI's contractual obligations. What is important is that ICANN's policies all to all registrars equally, although given NSI's unique situation, some attention must be devoted to that. But in general, I think fostering competition is the best policy ICANN can implement in this regard.

As I've stated in a previous question, ICANN needs to expose this issue with a more formalized public hearing on the matter. If NSI refuses to give legitimate reasons for its actions, then ICANN needs to consider what tools it has (contractual promises, technical controls, or relationships with government) to bring NSI in line.
