Topic: Protection and legitimacy of collective representation
Date: 2000-10-07 15:38:28
Author: Robert Parker <bopar@bigpond.com.au>

Question: Do you believe ICANN has either a role or a responsibility to ensure the collective representation of workers and employees is governed by a body or process beyond the employing authority of the individuals as constituents of the collective, and should this be a functional role of ICANN?

I think ICANN could take this as a responsibility as it likes but hardly play a role to realize it. I suggest let this issue at first considered in a society such as the Internet Civil Forum. From there, ICANN could take their collective opinions on the Internet into consideration in the policy making of ICANN.

No, as long as it does not involve the Internet, ICANN should not get involved.

The ICANN's function is to provide technical management of domain names, IP address, IP protocols and root servers in order to promote smooth development of the Internet Business. In my understanding, the ICANN is a non-profit organization and first of all is responsible for Internet community all over the world and naturally, its workers and employees should serve the same community. Under this prerequisite, the ICANN should also take care of its workers and employees which are responsible only for ICANN and should not be governed by a body or process beyond the employing authority.
