Topic: Increased Role for At Large Membership
Date: 2000-10-09 04:13:00
Author: Gil Citro

Question: Would you favor allowing the At Large members to elect all the board members? How should the At Large members be chosen? Should there be another opportunity for individuals to nominate themselves as At Large members? Should there be regular opportunities?

I would not favor election of all board members yet. But I could imagine the at large process becoming regular enough to support that.

I would like to see all the Board members elected by the at large membership. An interesting question is how this might be done. If some form of proportional representation were used, it would allow minorities to elect one of their own to the Board. Yes, there should be additional opportunities for individuals to nominate themselves. Elections should be held at regular well publicized intervals.

The at-large membership should directly elect at least half of the members of the ICANN board. I don't believe that all of the board members should be elected by the at-large membership. ICANN needs ideas and insights from as many corners of the Internet community as possible, both to establish legitimacy for its actions and to give it the best shot at finding good answers to the difficult questions it faces. It should, obviously, be much easier than it has been this time around for individuals to navigate the self-nomination process to be considered for election by the membership to the ICANN board.

Yes, I would favor having all the board members elected by the at large members. Karl Auerbach states the case clearly on this one and I agree.

1. No. 2 and subsequent questions. The current at-large election and voting system will be evaluated by ICANN after this first attempt is complete. Until that evaluation is made available and discussed, proposing changes is premature.

Yes, the at-large should elect the entire board.

The so-called supporting organizations should become nothing more than advisory groups.

I don't understand your question about how At Large members be chosen - to me the only answer is by election.
