Question: to Mr.Lulin Gao: how do you think about extreme sex photo and video on the net? crush, restrict, or uphold it? this is the 2nd time i ask the same question.i don't want to ask the same question the 3rd time.

Thank Prof. Ramadass who has the same suggestion about sex TLD with me when I replied the similar question the first time. May I suggest that on the side we could not believe to solve the Internet affairs with the law of one government alone within a certain border. Internet is not that kind.

Hi, As a Netizen, each person is entitled to free speech. It is up to us individually to decided what we should see and what we should not. What may help is a .sex TLD which can volunteerily host sex sites. Sex sites can then have an option to host under this TLD and users who wish to restrict it can do so in an easier manner by avoiding all .sex sites. Hopefully, this makes everyone happy...

Please accept my apology for the delay in responding your question. Due to the time difference between California and Beijing, I encountered difficulties in getting ahold of ICANN people. I obtained my ID and password from ICANN this morning. These are the keys to posting my response to your question. As regards your question, I set out my view as follows: although openness and free speech principles should be respected on the Internet, sexually oriented contents on the Web, especially those relating to obscenities and pornography have proved to be harmful to non-adult people. Many countries impose restrictions against such contents on the Web. I fully agree with this approach as long as the restrictions are reasonably implemented with a view not to suppress the freedom of speech. For instance, these objectionable contents are regarded as socially destabilizing content under PRC law and therefore should be regulated. Nonetheless, please note that issues in this nature should be dealt with under the applicable laws and regulations of the relevant jurisdictions and are not to be appropriately resolved by ICANN.
