What it is | This working group will prepare an At-Large community statement with respect to the introduction of new generic Top Level Domains (“gTLDs”).
ICANN’s stakeholders have been working together for years on the process by which new gTLDs will be introduced. There are currently only a few gTLDs (like .com, .net, .org) and the new process will allow the introduction of many more, including internationalised domain names (IDNs).
Currently, the ICANN community is reviewing and commenting upon a set of draft documents detailing how the process of adding new gTLDs should work. These consultations will continue in Mexico City with several briefings and public discussions focused on updated draft documents and outstanding issues. This will be a major area of work for ICANN over the course of 2009 and beyond.
It is widely believed that the addition of many new gTLDs (including IDNs) will have important impacts on how Internet end-users interact with the Internet. The At-Large community has made many statements in the past about new gTLDs and is preparing to make further comments this year. Why it is important | TheAt-Large community has played an active role in the new gTLDs process since it began several years ago. As is the case with all segments of the ICANN community, At-Large input into the second stage of the consultation on the draft application process will be extremely important.

Background on At-Large Summit Working Groups
The At-Large community was surveyed in December 2008 and January 2009 and asked to choose in order of importance from amongst 15 of the most important subjects under consideration in the ICANN community today.
Their top five choices overall are the subjects for five working groups that are tasked with drafting and coming to agreement on five statements on these important subjects during the course of the Summit.
Each Summit participant has been assigned to the working group that they selected as of most interest to them; accommodations were made to ensure regional balance and address language needs.
Background: What is the “At-Large Summit”?
The Mexico City meeting is a landmark for ICANN’s At-Large community (“At-Large” is the name used for the individual Internet user community participating in ICANN).
The whole At-Large community will be meeting together face-to-face in the ‘At-Large Summit’. Approximately 90 representatives of At-Large organisations (called “At-Large Structures”) are already confirmed. You will be able to spot them easily, as each will have a ribbon indicating their status as a Summit delegate attached to their ICANN meeting badges.
The Summit is being held 28 February through 5 March 2009 at the Mexico City Sheraton and also at the nearby Melia Mexico Reforma Hotel. All ICANN meeting attendees are invited and encouraged to attend the sessions, all of which are open to everyone.
As proposed by the At-Large community, the Summit has the following objectives:
- Develop the community’s capacity for engagement in ICANN by increasing its knowledge and understanding of the key issues confronting ICANN and ICANN’s roles and responsibilities;
- Provide an opportunity for the community to finalise and present its advice on some of the most important issues facing the ICANN community today; and last but not least,
- Highlight the successes of the community in recent years and build upon them to ensure that the interests of the world’s more than 1 billion individual Internet users are well represented in the development of Internet name and number policy.
What it is | Working Group 4 will prepare a statement of the At-Large community on the subject of transparency and accountability in ICANN.
This subject is regularly discussed in the community - especially at present, as community members reflect on the level of transparency and accountability that ICANN should have as a part of the “Improving Institutional Confidence” process, which is being handled by Working Group 2 of the Summit.
Over the years, the At-Large community has provided significant input regarding the development of transparency and accountability of ICANN within statements on related topics. Details of this communication are available at: http://www.atlarge.icann.org/en/correspondence. ( Note that some statements are available in English only at the present time).
Why it is important | At-Large has made many formal statements which incorporate elements about transparency and accountability. However, the statement prepared by this working group will be the first in-depth community statement focussing entirely on this subject.

What it is | As noted by some within At-Large (as well as within other segments of the broader ICANN community), issues related to the security and stability of the Internet are of concern to the broadest community of Internet end-users.
A core component of ICANN’s mission is ensuring the stability and security of the domain name system and autonomous number system. There has been much debate concerning where ICANN’s mission begins and ends with respect to issues such as phishing, pharming, and spam.
Members of the ICANN community are exploring how ICANN could work within its remit to help reduce activities that use the DNS in criminal or fraudulent ways.
Two recent ICANN community discussions on security issues relate to Fast Flux Hosting and DNSSEC. Fast Flux Hosting is a practice whereby changes to the DNS entries for Internet sites are made very rapidly in order to “hide” them from attempts to take down sites engaged in fraudulent activity. Implementation of DNSSEC refers to a technical change to certain DNS operations designed to make the DNS more secure from abuse.
The At-Large community has yet to make authoritative statements on these subjects specifically, or to state its views on the dividing line between ICANN’s mission and issues outside that mission. Working Group 5 will take on the challenge and produce a statement for the first time.
Why it is important | The subjects being considered by this working group are of increasing interest for most ICANN stakeholders. Creating an authoritative statement related to these subjects will be an important contribution to the ICANN-wide debates.

Description: ICANN's mandate and mission is to coordinate the infrastructure and functioning of the Internet. While the organiser agrees that the central stage for Human Rights online is on the services, content and social layer, he believes that there are at least two aspects of ICANN's work that need to ensure compliance with Human Rights standards: (a) directly when developing its policies and conducting its business (e.g. regarding privacy and whois, or freedom of expression and domain name allocation policy - such as the triple-x-case - or new top level domains); and (b) indirectly as ICANN has to consider what impact it's policy choices have on internationally agreed Human Rights standards and protection efforts. In this session participants will learn about and discuss the political relevance as well as the practical consequences of Internet Rights and Principles to ICANN's work: how are ICANN topics like whois or extended namespace for top level domains touching on user privacy and freedom of expression; where are the connections and interdependencies between user rights and infrastructure services as provided by ICANN; and where is it practical and reasonable to stratify the political domain in order to have effective and solution oriented deliberations among the relevant stakeholders? Session participants will learn about the current work done on Internet Rights and Principles and will have an opportunity to discuss with experts about it's consequences for: ICANN related discourses, and how multi-stakeholderism and Internet Rights and Principles are being promoted to ensure basic users and Human Rights.

Description: Some in the ICANN community have reached a point of burnout on the WHOIS issue after seven years of debate that's led to little change. And those who have taken sides in the debate hold their beliefs as articles of faith, making compromise difficult. Do privacy laws outside the United States demonstrate a need for change or abolition of the current system? Is there anything to replace it? Is WHOIS lookup, despite serious imperfections in the data, too valuable a tool for consumers and law enforcement agencies trying to stop cybercrime? Can a technological solution address both privacy concerns and data availability and accuracy concerns? Right now, ICANN is considering whether to commission further, in-depth study of WHOIS. The list of studies is long and potentially expensive, and seen by many as unnecessary, or, at worst, a stalling tactic, preserving a status quo no one is happy with. Join this panel discussion-style session and get a background on WHOIS issues and some perspectives from multiple sides of the debate, along with some hands-on understanding of what studies are currently being considered, and whether they might actually lead to meaningful policy change. This session provides a chance for members of the community to comment on the draft final report of the ALAC Review Working Group. This report comments on the ongoing purpose of the ALAC and contains recommendations for improving the efficiency and effectiveness of ALAC. The report can be found at

The Working Group is very keen to get the views of the community on this draft final report before a final version is submitted to the Board Structural Improvements Committee. Public comment closes on 17 April.
