Closing communique now available

The closing communique for the 2008 International Forum on Online Dispute Resolution has been completed. The document is prepared by the learners from Pepperdine and Royal Roads Universities, and we thank them for their superlative efforts.

Royal Roads University and ODR Forum collaborate to create legacy bursary

Royal Roads University, the Royal Roads Foundation, and the organizing committee for the ODR Forum have annoucned that any residual funds would be used for the creation of a bursary benefitting learners in the Bachelor of Justice Studies program.

The bursary will be named after the keynote speakers and convocation honourary degree recipients, President Jose Ramos Horta and Dr. Vinton Cerf. The bursary shall be namd the Horta - Cerf Bursary.

The Horta Cerf Bursary is set up to financially support learners in the Justice Studies program who would otherwise face economic hardship in completing their studies. The BA in Justice Studies, with its emphasis on law, philosophy, social work and sociology, is an ideal degree for a career in civil service, whether in Canada or internationally. It is also a good foundation for a career where peaceful communication skills are required, such as in mediation, negotiation, coaching, ombudsmanship, peacekeeping and international work.

The degree attracts compassionate learners who wish to serve others and who are interested in fairness; human dignity, and equal respect and concern. It also attracts new immigrants who like to know more about Canadian citizenship and who need an avenue to demonstrate their skills. The program thus has to deal frequently with learners who fit ideally into the program but who have to make huge sacrifices to afford an education.

Royal Roads University resolves that:

The fund should be a bursary and should be named the Horta/Cerf bursary.

The bursary shall support Justice Studies learner who demonstrate financial need.
A learner also has to be a learner in good standing (minimum of a C average GPA) and must have passed the first 21 credit hours in the program to qualify for the bursary. Need will be assessed using the standard RRU assessment tool for needs based bursaries.

The bursary should allow for disbursements in the amount of at least 1000.-- Dollars but not more than 3000.-- Dollars each. A maximum of four bursaries can be awarded in any year if there are enough qualified candidates.

The year defined for the bursary shall be from beginning of September until end of August.
A bursary must be received before the learner takes the last 12 credit hours of the program.
The funds in the Horta/Cerf bursary shall be spent within 5 years and might be extended if funds are still available.

The assessment of need and the decision about disbursements rests with the core faculty within the Justice Studies program.

The organizing committee wishes to extend its thanks and gratitude to many individuals and organizations who have contributed to this event. We believe that while this is an international event, that we have introduced a truly Canadian flavour to the Forum and its discussions. We wish to thank the Governments of Canada and British Columbia for their contributions, including a grant from the Canadian International Development Agency which permitted the organizing committee to invite 15 delegates from developing countries to attend. The organizing committee also thanks the hosts, the Office of the Ombudsman for the Internet Corporation for Assigned Names and Numbers and Royal Roads University for their generous and steady contribution of personnel support, funds, and facilities to make this event a success. The organizing committee further acknowledges the participation of learners from the Bachelor of Justice Studies program at Royal Roads University, and the Masters in Conflict Resolution at Pepperdine University. The learners were an integral part of the smooth operation of the Forum, and their reports at the end of each day, and as a communiqué at the end of the Forum act to memorialize the Forum’s discussions.

Royal Roads University President Allan Cahoon has announced that the University would be the recipient of the residual funds from the ODR Forum. ODR Forum - Day 2

Day Two of the ODR forum was a great day of learning and of exchanging ideas concerning ODR. The day culminated with a keynote speech given by Dr. Vinton Cerf. Dr. Cerf is the inventor of the Internet, and his views and ideas about the future of the internet and disputes – dispute resolution was compelling. As the organizing committee, we have been pleased and proud to introduce a session on ODR Initiatives in British Columbia. This panel included information from the BC Roster of Mediators, the Ministry of Attorney General, and SmartSettle, a BC ODR firm. Dr. Cerf’s presentation will be posted under the Program tab. The presentations from the ODR Forum will be posted on this website under the program tab. Some of these are already contained in the various sections of the prgram handbook, and other will be the actual powerpoint slides and - or text used. The organizing committee wants to thank our good friends at SmartSettle for their generous sponsorship of the printing costs of this fine document. http://www.smartsettle.com/ The committee also thanks Pepperdine University for its contribution towards the formatting of the book. Finally, Indu Sen merits the thanks of the entire ODR Forum community for her tireless work in organizing the handbook. Thank you Indu, it is an amazin volume. Extra copies of the handbook of the manual will be available to anyone wishing a copy. While there is no charge, we suggest that those requesting a copy make a minimum $25 contribution to the Horta - Cerf Bursary Fund at Royal Roads University.
