IDNs

Despite its global reach, the Internet is still built on a code base that uses English lettering and numbers as its foundation. Internationalised Domain Names (IDNs) will enable people from right across the world to use their own languages right through the Internet, making it a truly global resource. As with IPv6 and DNSSEC, however, there are very significant technical challenges to be overcome before IDNs are widely available.

I would just like to urge everyone involved in this process to be mindful of how a lack of effective navigation in local scripts is keeping the development of the Internet in many emerging economies totally hamstrung. ICANN bears a solomn responsibility to ensure that opportunities for economic develop development are not lost in due to bureaucracy and infighting. Lost economic development equates to lost lives.

Furthermore, I would like to reinforce the message that National Governments generally have no claim over the development and useage of language. Languages generally do not respect international boundaries. Languages and scripts are part of our shared human heritage and should be respected as such.
