GNSO Next-Generation Registration Directory Services (RDS) to replace WHOIS Policy Development Process Working Group Meeting
On 26 May, 2015, the ICANN Board reaffirmed its 2012 request for a Board-initiated PDP to define the purpose of collecting, maintaining and providing access to gTLD registration data, and to consider safeguards for protecting data, using the recommendations in the EWG’s Final Report as an input to, and, if appropriate, as the foundation for a new gTLD policy. Accordingly, the GNSO Next-Generation gTLD RDS PDP Working Group is currently working through phase 1 of the Board-requested PDP, using the Framework’s 3-phase process to (1) establish gTLD registration data requirements to determine if and why a next-generation RDS is needed, (2) design policies that detail functions that must be provided by a next-generation RDS to support those requirements, and (3) provide guidance for how a next-generation RDS should implement those policies, coexisting with and eventually replacing WHOIS. This session provides an opportunity for WG members, WG observers and guests to help shape possible requirements to be deliberated upon by this WG. The WG will strive to reach consensus on requirements, using them to decide if and why a next-generation RDS is needed to replace WHOIS. GNSO Review of all Rights Protection Mechanisms in all Generic Top-Level Domains
Part I: The GNSO’s Review of All Rights Protection Mechanisms (RPMs) Policy Development Process (PDP) Working Group was chartered in March 2016 to conduct a two-phased PDP. In Phase One, which is ongoing, the Working Group is reviewing all the RPMs that were developed for the 2012 New gTLD Program. In September 2017, the GNSO Council approved a request for extensive data collection from the Working Group, involving surveys of registries, registrars, trademark and brand owners, actual and potential domain name registrants, and public interest groups and industry associations.
This session is a working session for the Working Group’s Data Sub Team, which has been tasked to review the data collection request covering the Sunrise Registrations and Trademark Claims RPMs, with a view toward providing more specific guidance as to the nature of the questions to be developed for the surveys. The session is open to all interested community members to attend. Part II: In this second of four open community sessions being held at ICANN60, the Working Group will begin its initial review of the Uniform Rapid Suspension procedure (URS).
The URS is a dispute resolution procedure, based substantially on the longstanding Uniform Dispute Resolution Policy, that allows trademark owners to obtain a suspension of a domain name that was registered and used in bad faith by a third party without legitimate rights in the name. This open session will include an overview of the procedure, and a staff presentation of initial data regarding the cases that have been filed to date under the URS. All interested community members are welcome to attend this session.

Competition, Consumer Trust, and Consumer Choice Review Team (CCT) Engagement Session
Interested in hearing how DNS Abuse impacts the New Generic Top-Level Domain (New gTLD) Program? Join the engagement session of the Competition, Consumer Trust and Consumer Choice (CCT) Review Team on 29 October 2017 to learn about its latest findings and share your input.
The goal of this engagement session is to provide an overview of the CCT findings and recommendations from its Draft Reports. This is a unique opportunity to provide your feedback, questions, and comments. Community participation is key to the success of a review, so please share your unique input and perspective to help shape the final recommendations of the CCT.
The CCT plans to publish new sections to their draft report for public comment in November. These include the impact of safeguards introduced as part of the New gTLD Program to mitigate DNS abuse and the costs to trademark holders. The Review Team sought to measure the effectiveness of a number of technical safeguards developed for the New gTLD Program in mitigating various forms of DNS abuse. To do so, ICANN commissioned the Statistical Analysis of DNS Abuse in gTLDs (SADAG) report by researchers from SIDN Labs and Delft University of Technology to address the review team’s request for a comprehensive DNS abuse study. Results of the study can be found at https://www.icann.org/public-comments/sadag-final-2017-08-09-en.
To better understand the impact of the New gTLD Program on rights holders, the CCT Review Team worked with INTA, which commissioned a survey of its members. The results of this survey informed the CCT Review Team as it made recommendations on rights protection mechanisms that were incorporated into the New gTLD Program.
The Competition, Consumer Trust and Consumer Choice Review (CCT) is mandated by the ICANN Bylaws to evaluate: 1) how the New gTLD Program has promoted competition, consumer trust and consumer choice. 2) the effectiveness of the application and evaluation processes. 3) the effectiveness of safeguards put in place to mitigate issues arising from the New gTLD Round.
This review is one of the key inputs to the re-opening of applications for the next round of New gTLDs.

Human rights are an increasingly crucial part of processes and community discussions at ICANN. The commitment to human rights is now part of the ICANN bylaws with the the Framework of Interpretation being finalised. The most recent budget also approves a human rights impact assessment (HRIA) for 2018. The Cross Community Working Party on ICANNs Corporate and Social Responsibility to Respect Human Rights aims to provide an overview of ongoing human rights related processes and present research on ICANN's present and potential impact on human rights. The session will begin with an overview of the human rights discussion at ICANN, with updates from the CCWG processes from Work-Stream 2. This will be followed by the presentation of a new report on potential HRIA models for the GNSO. GNSO Review of all Rights Protection Mechanisms in all Generic Top-Level Domains
The GNSO’s Review of All Rights Protection Mechanisms (RPMs) Policy Development Process (PDP) Working Group was chartered in March 2016 to conduct a two-phased PDP. In Phase One, which is ongoing, the Working Group is reviewing all the RPMs that were developed for the 2012 New gTLD Program. Concurrently, a review on competition, consumer protection, security, stability and resiliency, malicious abuse issues, sovereignty concerns, and rights protection – mandated by the ICANN Bylaws to take place a year after the 2012 New gTLD Program Round has been in operation – is also ongoing. This Competition, Consumer Protection & Consumer Trust (CCT) Review Team published an initial report in March 2017 that included a number of preliminary recommendations for RPMs.
In this session, the RPM Review Working Group will meet with the CCT Review Team, to obtain an update on the Review Team’s proposed final recommendations on RPMs. The Review Team’s work was highlighted in the PDP Charter to be a specific parallel work track which outcome needs to be taken into account by the Working Group. GNSO Next-Generation Registration Directory Services (RDS) to replace WHOIS Policy Development Process Working Group Meeting
On 26 May, 2015, the ICANN Board reaffirmed its 2012 request for a Board-initiated PDP to define the purpose of collecting, maintaining and providing access to gTLD registration data, and to consider safeguards for protecting data, using the recommendations in the EWG’s Final Report as an input to, and, if appropriate, as the foundation for a new gTLD policy. Accordingly, the GNSO Next-Generation gTLD RDS PDP Working Group is currently working through phase 1 of the Board-requested PDP, using the Framework’s 3-phase process to (1) establish gTLD registration data requirements to determine if and why a next-generation RDS is needed, (2) design policies that detail functions that must be provided by a next-generation RDS to support those requirements, and (3) provide guidance for how a next-generation RDS should implement those policies, coexisting with and eventually replacing WHOIS. This session provides an opportunity for WG members, WG observers and guests to help shape possible requirements to be deliberated upon by this WG. The WG will strive to reach consensus on requirements, using them to decide if and why a next-generation RDS is needed to replace WHOIS. During this session, the WG will focus on making progress on near-term tasks outlined in the WG's work plan (see https://community.icann.org/x/oIxlAw). GNSO IGO-INGO Curative Rights Protections PDP WG Face-to-Face
This GNSO Policy Development Process was launched in June 2014 to examine whether changes to the existing dispute resolution processes at the second level in all gTLDs (i.e. the Uniform Domain Name Dispute Resolution Policy (UDRP) and the Uniform Rapid Suspension (URS) procedure) were needed to address the specific needs of international governmental organizations (IGOs) and international non-governmental organizations (INGOs). The PDP Working Group has thoroughly considered the public comment received to its Initial Report and preliminary recommendations. These recommendations deal with a number of issues, including that of standing to file a complaint under the UDRP and URS and IGO jurisdictional immunity, for which the Working Group had sought the advice of an external legal expert. In this session, the Working Group will discuss its proposed final recommendations with the community. All are welcome to attend, especially those with an interest in domain name disputes and IGO concerns regarding abuse of their names and acronyms in the domain name system. GNSO Review of all Rights Protection Mechanisms in all Generic Top-Level Domains
The GNSO’s Review of All Rights Protection Mechanisms (RPMs) Policy Development Process (PDP) Working Group was chartered in March 2016 to conduct a two-phased PDP. In Phase One, which is ongoing, the Working Group is reviewing all the RPMs that were developed for the 2012 New gTLD Program. In this last of four open sessions being conducted by the Working Group at ICANN60, the Working Group will continue its initial discussion on the Uniform Rapid Suspension procedure (URS), following on its Saturday session.
For this particular session, the Working Group welcomes community members to share their experiences and feedback about the URS. Interested in the security, stability, and resiliency of the Domain Name System (DNS)? Observe the second day of SSR2 Review Team’s two-day face-to-face meeting on 3 November 2017 in Abu Dhabi.
The team is examining security, operational stability, and resiliency matters relating to ICANN’s coordination of the Internet's system of unique identifiers. At this meeting, the team will continue to progress its work in the five key areas of the review: • ICANN's implementation of community recommendations from the first SSR Review (SSR1). • The completeness and effectiveness of ICANN's internal SSR processes. • ICANN activities that impact the security and stability of the DNS. • ICANN's strategy to address potential future challenges to the secure and resilient operation of the unique identifiers systems it coordinates. • The impact of the IANA stewardship transition on the security of ICANN and the unique identifier systems it coordinates.
