GNSO - ICANN & Human Rights - CCWP-HR
Human rights are an increasingly crucial part of processes and community discussions at ICANN. The commitment to human rights is now part of the ICANN bylaws with the the Framework of Interpretation being finalised. The most recent budget also approves a human rights impact assessment (HRIA) for 2018. The Cross Community Working Party on ICANNs Corporate and Social Responsibility to Respect Human Rights aims to provide an overview of ongoing human rights related processes and present research on ICANN's present and potential impact on human rights. The session will begin with an overview of the human rights discussion at ICANN, with updates from the CCWG processes from Work-Stream 2. This will be followed by the presentation of a new report on potential HRIA models for the GNSO. This session hopes to better inform the nuances of human rights discussions at ICANN, while encouraging interactive and constructive cross-community participation. We will invite expert discussants from across stakeholder groups to provide feedback and dialogue at the session. Cross-Community Session: Community Feedback on Concluding CCWG-Accountability-WS2 #
Interested in the progress that the CCWG-Accountability is making toward enhancing ICANN accountability?
Join this high-interest session for an exceptional opportunity to provide your input and feedback on draft recommendations, as the Cross Community Working Group on Accountability (CCWG-Accountability) of Work Stream 2 (WS2) begins writing its final report.
The session will inform the ICANN communities on: • The approach for completing the work of the CCWG-Accountability. • The progress made on its 8 sub-projects: o Diversity (draft report should be completing its first public consultation). o Guidelines for standards of conduct presumed to be in good faith associated with exercising removal of individual ICANN Board Directors (final recommendations should be submitted for final approval). o Human Rights (recommendations should be submitted for final approval). o Jurisdiction (TBD). o Ombudsman (draft recommendations expected to be in public consultation). o SO/AC Accountability (recommendations should be submitted for final approval). o Staff Accountability (draft recommendations expected to be in public consultation). o Transparency (second version of the draft recommendations should be in public consultation). o The developments of the IRP Implementation Oversight Team (IOT).
There will be multiple opportunities for Q&A throughout the session.
Background The CCWG-Accountability is expected to deliver proposals that would enhance ICANN’s accountability towards all stakeholders. Work Stream 2 was extended for all of fiscal year 2018 at ICANN59, and is currently on track to complete the project by June 2018. The CCWG-Accountability must begin writing its final Report after ICANN60 and be prepared to publish it for a public consultation by ICANN61. This would allow it to finalize its report for Chartering Organizations' approval by ICANN62 in June 2018.

Cross Community Session: Operating Standards for Specific Reviews #
Are you interested in helping to improve the process used to evaluate how effectively ICANN is fulfilling its commitments? Contribute to the development of the Review Operating Standards that will guide how ICANN specific reviews are conducted. The draft Operating Standards will publish for public comment < https://www.icann.org/public-comments/reviews-standards-2017-10-17-en> on October 17th  2017 and will close on 15th January 2018.
The focus of the session is to bring together community leaders, ICANN Board members, and the wider ICANN community to discuss the draft Operating Standards, focusing particularly on: scope setting, review team selection, and decision-making procedures for ICANN’s specific reviews.
The overall goal is, if possible, to reach community consensus on the draft and move towards implementation. If community consensus seems not feasible, alternative avenues to move forward will be explored.

GNSO - new gTLD Auction Proceeds Cross-Community Working Group F2F Meeting
The new gTLD Program established auctions as a mechanism of last resort to resolve string contention (Competition between 2 or more applicants for TLDs). Most string contention sets (approximately 90% of sets scheduled for auction) have been resolved through other means before reaching an auction conducted by ICANN through ICANN's authorized auction service provider. It was recognized from the outset that significant funds could accrue as a result of several auctions. As such, these auction proceeds have been reserved and earmarked until the Board authorizes a plan for the appropriate use of the funds. These proceeds are to be considered as an exceptional, one-time source of revenue. The ICANN community has chartered a Cross-Community Working Group (CCWG) which has been tasked to develop a proposal for eventual consideration by the ICANN Board on the mechanism(s) that should be created to allocate the new gTLD Auction Proceeds.
