GNSO-GAC Facilitated Dialogue on IGO & Red Cross Protections (Session 1)
GAC-GNSO Facilitated Discussion on Red Cross/IGOs (Session 1)
• This is the first of two sessions aimed at facilitating the reconciliation of differences that currently exist between GAC advice and GNSO-adopted policies on second-level domain name protections for certain names and acronyms of the international Red Cross movement, and the acronyms of International Governmental Organization (IGOs). At ICANN57, the ICANN Board had proposed that the GAC and GNSO engage in a facilitated discussion to attempt to resolve these inconsistencies, which stem from GAC advice issued between 2012-2016 and GNSO consensus policy recommendations developed through a GNSO Policy Development Process conducted between 2012-2013. The ICANN Board has yet to approve these inconsistent recommendations, although it has approved other GNSO policy recommendations relating to IGO names and a few Red Cross names that were consistent with GAC advice. The facilitated dialogue will be conducted based on a set of briefing papers that have been reviewed previously by the GAC and the GNSO, and any outcomes of these sessions will be submitted to the full GAC and GNSO for their review and necessary action.

Competition, Consumer Trust, and Consumer Choice Review Team Face-to-Face Meeting - Day 2
Observe the Face-to-Face meeting with Competition, Consumer Trust, and Consumer Choice Review Team (CCT-RT) to understand their findings and recommendations in the Draft Report.
ICANN Bylaws call for the CCT-RT to evaluate how the new gTLD Program has promoted competition, consumer trust and consumer choice; the effectiveness of the application and evaluation processes; and the effectiveness of safeguards put in place to mitigate issues involved in the expansion of the domain name space. This review is one of the key inputs to the re-opening of applications for New gTLDs. This meeting will help the CCT-RT advance its work and analyze the results of recent research data as it prepares to publish its Final Report. The two day face-to-face meeting is open to all, and a perfect opportunity for the community to understand the various activities and findings of the CCT-RT. Join and share your unique input and perspective as the CCT-RT develops final recommendations that will help shape the future of the new gTLDs marketplace. Security, Stability and Resiliency Review Team (SSR2) – Public Consultation
Join a public consultation with the second Security, Stability and Resiliency of the DNS (SSR2) Review team to express issues, provide comments and discuss concerns with the SSR2 Review Team to consider as they begin framing the scope of their review. The SSR is a “Specific Review” that is mandated by ICANN Bylaws - https://www.icann.org/resources/pages/governance/bylaws-en/#article4 - which require a periodic review of ICANN’s execution of its commitment to enhance the operational stability, reliability, resiliency, security, and global interoperability of the systems and processes, both internal and external, that directly affect and/or are affected by the Internet’s system of unique identifiers that ICANN coordinates.
This is your opportunity to discuss issues you see facing the security, stability and resiliency of the DNS and to provide vital input into the what the SSR2 Review Team will consider as it develops the focus of its review. ICANN Review Operating Standards: Next Steps
Contribute to the development of the Review Operating Standards that will guide how ICANN Specific and Organizational Reviews are conducted. The creation of Review Operating Standards has been mandated by ICANN Bylaws (Section 4.6) which state “Operating Standards [for Reviews] shall be developed through community consultation”. In response, ICANN is seeking community input to draft Operating Standards to provide a system to conduct Specific and Organizational Reviews. This will include best practices to consider as well as key issues such as the selection of Review Teams (for Specific Reviews) and the question of how to amend/modify the Operating Standards. Operational Standards are needed to help ensure that the Review process is executed in an efficient, effective and consistent manner. This is critical to helping ICANN Reviews continue to be effective in assessing the way in which ICANN and its Supporting Organizations (SOs) and Advisory Committees (ACs) are operating effectively, achieving their purpose, and are accountable to the stakeholder community. This is your opportunity to provide feedback into the processes of drafting the Review Operating Standards as well as its substantive content. Noncommercial Users Constituency (NCUC) Constituency Day Open Meeting
Session Overview The Noncommercial Users Constituency (NCUC) is the home for civil society organizations and individuals in ICANN's GNSO. NCUC advocates positions on domain name-related policies that protect and support noncommercial communication and activity on the Internet. Among its key areas of interest are human rights, freedom of expression, privacy, access to knowledge, diversity and consumer choice, development, and global internet governance. During the constituency day, NCUC members discuss NCUC’s activities and current policy work at various NCUC working groups. We will also invite members of other constituencies to tell them about NCUC and inform our members about their work.

ICANN GDD: Statistical Analysis of DNS Abuse in gTLDs Study Results Preview
Commissioned by the Competition, Consumer Choice, and Trust Review Team (CCTRT), the Statistical Analysis of DNS Abuse in gTLDs study is focused on determining rates of common forms of abusive behavior in the domain name system, such as spam, phishing, malware distribution, and botnet command-and-control. The study aims to compare rates of these behaviors between new and legacy gTLDs. During this session, contracted researchers from SIDN Labs and the Delft University of Technology will present on their methodology and planned research in the coming months.

At Large Review: Workshop with Independent Examiner (ITEMS)
Join ITEMS International (ITEMS) and the ICANN community for a community-wide discussion on the findings and proposed recommendations of the Draft Report of the Review of the At-Large Community. The At-Large Review is an “Organizational Review” that is mandated by ICANN Bylaws and conducted by an independent examiner, in this case: ITEMS. Now that the At-Large Draft Report has been published for public comment, this workshop provides the opportunity to meet with ITEMS, listen to their assessment, engage in cross-community discussion, clarify community views and improve ITEMS’ understanding to facilitate public comment input. This is your opportunity to provide your feedback on the At-Large Draft Report and provide input to support the development of useful and implementable final recommendations. Look ahead to main issues during 2017; touching perhaps on Enhanced Cooperation (Working Group of CSTD); the WSIS Forum 2017; the ITU Expert Group work on ITRs and preparations for ITU WTDC (World Telecommunications Development Conference); G20 / OECD work on Internet, High Level Political Forum (HLPF); UN GGE, and the launch of Global Commission on the Stability of Cyberspace (GCSC);
3. Discussion on Internet Governance priorities for CCWG / ICANN taking account of new global political agenda (for example with respect to rise of cyber-sovreignty and Internet nationalism).
