Based upon a foundation of work carried out by dedicated and specifically skilled individuals from ICANN's At-Large Community, along with committed and consistent support and engagement with key staff positioned across several departments in our Organisation, and with growing interest from community members and leadership from many of our Advisory Committees and Support Organisations, this group evolved from an At-Large Working Group to our ICANN wide Cross-Community Committee, at ICANN 53 at Buenos Aires and has continued since. At this meeting in Copenhagen, we will continue to focus discussions on how we can assist ICANN to make it a 'Best Practice' organisation on matters of facilitating and supporting "Accessibility Matters". GAC-GNSO Facilitated Discussion on Red Cross/IGOs (Session 1)
• This is the first of two sessions aimed at facilitating the reconciliation of differences that currently exist between GAC advice and GNSO-adopted policies on second-level domain name protections for certain names and acronyms of the international Red Cross movement, and the acronyms of International Governmental Organization (IGOs). At ICANN57, the ICANN Board had proposed that the GAC and GNSO engage in a facilitated discussion to attempt to resolve these inconsistencies, which stem from GAC advice issued between 2012-2016 and GNSO consensus policy recommendations developed through a GNSO Policy Development Process conducted between 2012-2013. The ICANN Board has yet to approve these inconsistent recommendations, although it has approved other GNSO policy recommendations relating to IGO names and a few Red Cross names that were consistent with GAC advice. The facilitated dialogue will be conducted based on a set of briefing papers that have been reviewed previously by the GAC and the GNSO, and any outcomes of these sessions will be submitted to the full GAC and GNSO for their review and necessary action.

Observe the Face-to-Face meeting with Competition, Consumer Trust, and Consumer Choice Review Team (CCT-RT) to understand their findings and recommendations in the Draft Report.
ICANN Bylaws call for the CCT-RT to evaluate how the new gTLD Program has promoted competition, consumer trust and consumer choice; the effectiveness of the application and evaluation processes; and the effectiveness of safeguards put in place to mitigate issues involved in the expansion of the domain name space. This review is one of the key inputs to the re-opening of applications for New gTLDs. This meeting will help the CCT-RT advance its work and analyze the results of recent research data as it prepares to publish its Final Report. The two day face-to-face meeting is open to all, and a perfect opportunity for the community to understand the various activities and findings of the CCT-RT. Join and share your unique input and perspective as the CCT-RT develops final recommendations that will help shape the future of the new gTLDs marketplace. Summary description of the meeting
This GNSO Policy Development Process (PDP) was initiated to review all the various rights protection mechanisms (RPMs) that are currently in place for the protection of trademark owners. In Phase One, the PDP Working Group is reviewing all the RPMs that were developed for ICANN’s 2012 New gTLD Program. Phase Two, to commence when Phase One is completed and following a preliminary report, will focus on the long-standing Uniform Domain Name Dispute Resolution Policy. The Working Group is currently reviewing the Trademark Clearinghouse (TMCH), a global repository of verified trademark records submitted by trademark holders. At this session, the Working Group will engage the community in an open dialogue on the status of the PDP, its findings concerning the TMCH’s operations and use, and its proposed next steps on this project as well as its upcoming review of the RPMs offered through the TMCH, i.e. Sunrise registrations and the Trademark Claims notification service. GNSO Registration Directory Services (RDS) Policy Development Process Working Group Meeting This is a face-to-face meeting of the GNSO Policy Development Process Working Group on a next-generation gTLD Registration Directory Service (RDS) to replace WHOIS (Next-Gen RDS). This Working Group has been tasked by the GNSO Council to provide it with recommendations on the following questions: What are the fundamental requirements for gTLD registration data and is a new policy framework and next-generation RDS needed to address these requirements?
Who should attend and why: Community members that collect, store, provide, or use registration data using the WHOIS system today have a vested interest in the outcome of this PDP. This session provides an opportunity for WG members, WG observers and guests to help shape possible requirements to be deliberated upon by this WG. The WG will strive to reach consensus on requirements, using them to decide if and why a next-generation RDS is needed to replace WHOIS.
What to expect from this session: This session will be led by RDS PDP WG chair Chuck Gomes, supported by vice chairs David Cake, Susan Kawaguchi, and Michele Neylon and by ICANN Policy Staff members Marika Konings and Lisa Phifer. TLD-OPS Workshop on the Collaborative Detection and Mitigation of DDoS Attacks on ccTLDs
Goal
The goal of the workshop is to explore how TLD-OPS members can collaborate to detect and mitigate DDoS attacks.
Motivation
The TLD-OPS Standing Committee is organizing the workshop because of the recent large-scale attacks on the DNS, such as on Dyn’s DNS services (October 2016) and on the DNS root (July 2016 and November 2015), which may increasingly target ccTLDs as well.
TLD-OPS is the incident response community for and by ccTLDs. Its purpose is to enable TLD-OPS members to collaboratively detect and mitigate relevant security and stability-related incidents on a global level, including DDoS attacks. The aim of TLD-OPS is to further extend members’ existing incident response structures, processes, and tools and not to replace them.
Since DDoS attacks may have a severe impact on the target (and potentially collateral damage for others), the TLD-OPS Standing Committee believes it is important to mobilize the collective experience of the TLD-OPS community on how to detect and mitigate DDoS attacks within TLD-OPS. The workshop facilitates this dialog through sharing of experiences, discussion, and generation of ideas. We will be looking the topic from multiple perspectives, such as technical, operational, compliance, and strategic.

GNSO-GAC Facilitated Dialogue on IGO & Red Cross Protections (Session 2)
This is the second of two sessions aimed at facilitating the reconciliation of differences that currently exist between GAC advice and GNSO-adopted policies on second-level domain name protections for certain names and acronyms of the international Red Cross movement, and the acronyms of International Governmental Organization (IGOs). Session 1 was held on Saturday 11 March and focused on the Red Cross. This Session 2 will focus on IGO acronyms.

At ICANN57, the ICANN Board had proposed that the GAC and GNSO engage in a facilitated discussion to attempt to resolve these inconsistencies, which stem from GAC advice issued between 2012-2016 and GNSO consensus policy recommendations developed through a GNSO Policy Development Process conducted between 2012-2013. The ICANN Board has yet to approve these inconsistent recommendations, although it has approved other GNSO policy recommendations relating to IGO names and a few Red Cross names that were consistent with GAC advice. The facilitated dialogue will be conducted based on a set of briefing papers that have been reviewed previously by the GAC and the GNSO, and any outcomes of these sessions will be submitted to the full GAC and GNSO for their review and necessary action.

ICANN Review Operating Standards: Next Steps
Contribute to the development of the Review Operating Standards that will guide how ICANN Specific and Organizational Reviews are conducted. The creation of Review Operating Standards has been mandated by ICANN Bylaws (Section 4.6) which state “Operating Standards [for Reviews] shall be developed through community consultation”. In response, ICANN is seeking community input to draft Operating Standards to provide a system to conduct Specific and Organizational Reviews. This will include best practices to consider as well as key issues such as the selection of Review Teams (for Specific Reviews) and the question of how to amend/modify the Operating Standards. Operational Standards are needed to help ensure that the Review process is executed in an efficient, effective and consistent manner. This is critical to helping ICANN Reviews continue to be effective in assessing the way in which ICANN and its Supporting Organizations (SOs) and Advisory Committees (ACs) are operating effectively, achieving their purpose, and are accountable to the stakeholder community. This is your opportunity to provide feedback into the processes of drafting the Review Operating Standards as well as its substantive content. Cross-Community Discussion with Data Protection Commissioners
The Data Protection Unit of The Council of Europe is providing its support, along with the GNSO and GAC, for the organisation of a high-level interest session on 13 March 2017 during the 58th meeting of the Internet Corporation for Assigned Names and Numbers (ICANN) in Copenhagen. 
The objective of the “Privacy Summit” is for high-level data protection experts and members of the ICANN Community to exchange views with ICANN on privacy and data protection implications of processing of WHOIS data, third party access to personal data and the issue of accountability for the processing of personal data. The expected outcome of this event is a better mutual understanding of the underlying questions related to the protection of privacy and personal data, and the strengthening of an open and inclusive dialogue on these issues.
The Session will include contributions from the UN Special Rapporteur on the right to privacy, the Chairperson of Article 29 Working Group and the European Data Protection Supervisor, together with high-level representatives of the gNSO and the GAC. Becky Burr from the ICANN Board will moderate the interactive Panel Session.
During and after the Panel Session there will be opportunity for discussion points and questions from the audience, including those from the law-enforcement community.
In terms of Expected Outcome, the Session will hopefully provide a better mutual understanding of the privacy implications for the work ICANN is involved in, not least in the relationships it has with Registrars and Registries. It will also allow the Data Protection Experts to better understand the global complexities involved in this work, and will hopefully be the start of an inclusive dialogue on the underlying issues. 
Background
ICANN plays a unique role in the infrastructure of the Internet. Through its contracts with registries and registrars (companies that sell domain names to individuals and organisations), it helps define how the domain name system functions and expands. It is widely recognised that ICANN has an important impact on the Internet’s overall expansion and development, and consequently has influence on a range of Human Rights issues as well.  The rights to privacy and to the protection of personal data, as well as the right to freedom of expression, are among the Human Rights that are to be addressed in the context of ICANN policy-making processes. In some respects, and with respect to some Data Protection Law, ICANN can be considered as a global data controller operating a network of data processors that process vast quantities of personal data. ICANN has followed a policy of making contact related personal data of registrants publicly available, and other more operational ones accessible by third parties (like law enforcement authorities).

Commissioned by the Competition, Consumer Choice, and Trust Review Team (CCTRT), the Statistical Analysis of DNS Abuse in gTLDs study is focused on determining rates of common forms of abusive behavior in the domain name system, such as spam, phishing, malware distribution, and botnet command-and-control. The study aims to compare rates of these behaviors between new and legacy gTLDs. Summary description of the meeting – This GNSO Policy Development Process (PDP) was initiated to review all the various rights protection mechanisms (RPMs) that are currently in place for the protection of trademark owners. In Phase One, the PDP Working Group is reviewing all the RPMs that were developed for ICANN’s 2012 New gTLD Program. Phase Two, to commence when Phase One is completed and following a preliminary report, will focus on the long-standing Uniform Domain Name Dispute Resolution Policy. The Working Group is currently reviewing the Trademark Clearinghouse (TMCH), a global repository of verified trademark records submitted by trademark holders. At this session, the Working Group will engage the community in an open dialogue on the status of the PDP, its findings concerning the TMCH’s operations and use, and its proposed next steps on this project as well as its upcoming review of the RPMs offered through the TMCH, i.e. Sunrise registrations and the Trademark Claims notification service. Summary description of the meeting – This GNSO Policy Development Process was launched in June 2014 to examine whether changes to the existing dispute resolution processes at the second level in all gTLDs (i.e. the Uniform Domain Name Dispute Resolution Policy (UDRP) and the Uniform Rapid Suspension (URS) procedure) were needed to address the specific needs of international governmental organizations (IGOs) and international non-governmental organizations (INGOs). The PDP Working Group published its preliminary recommendations for public comment in January 2017, with the public comment period closing on 1 March 2017. These recommendations deal with a number of issues, including that of standing to file a complaint under the UDRP and URS and IGO jurisdictional immunity, for which the Working Group had sought the advice of an external legal expert. In this session, the Working Group will discuss its preliminary recommendations with the community, with a view toward its preparing a set of final recommendations for the GNSO Council before ICANN59 in June. All are welcome to attend, especially those with an interest in domain name disputes and IGO concerns regarding abuse of their names and acronyms in the domain name system.

This is a continuation of the face-to-face meeting of the GNSO Policy Development Process Working Group on a next-generation gTLD Registration Directory Service (RDS) to replace WHOIS (Next-Gen RDS) that took place on Saturday, 11 March 2017. Part of this session is expected to be dedicated to an exchange of views with data protection commissioners.
This Working Group has been tasked by the GNSO Council to provide it with recommendations on the following questions: What are the fundamental requirements for gTLD registration data and is a new policy framework and next-generation RDS needed to address these requirements?
Who should attend and why: Community members that collect, store, provide, or use registration data using the WHOIS system today have a vested interest in the outcome of this PDP. This session provides an opportunity for WG members, WG observers and guests to help shape possible requirements to be deliberated upon by this WG. The WG will strive to reach consensus on requirements, using them to decide if and why a next-generation RDS is needed to replace WHOIS.
What to expect from this session: This session will be led by RDS PDP WG chair Chuck Gomes, supported by vice chairs David Cake, Susan Kawaguchi, and Michele Neylon and by ICANN Policy Staff members Marika Konings and Lisa Phifer. The new gTLD Program established auctions as a mechanism of last resort to resolve string contention (Competition between 2 or more applicants for TLDs). Most string contention sets (approximately 90% of sets scheduled for auction) have been resolved through other means before reaching an auction conducted by ICANN through ICANN's authorized auction service provider, Power Auctions LLC. It was recognized from the outset that significant funds could accrue as a result of several auctions. As such, these auction proceeds have been reserved and earmarked until the Board authorizes a plan for the appropriate use of the funds. These proceeds are to be considered as an exceptional, one-time source of revenue. The ICANN community has now chartered a Cross-Community Working Group (CCWG) to develop a proposal(s) for eventual consideration by the ICANN Board on the mechanism that should be created to allocate the new gTLD Auction Proceeds. GNSO Bylaws Implementation Drafting Team Summary of the meeting: On 30 June 2016, the GNSO Council approved the creation of a Drafting Team (DT) that was to work with ICANN staff to “fully identify all the new or additional rights and responsibilities that the GNSO has under the revised Bylaws, including but not limited to participation of the GNSO within the Empowered Community, and to develop new or modified structures and procedures (as necessary) to fully implement these new or additional rights and responsibilities”. In creating the DT, the GNSO Council requested that the DT provide the GNSO Council with an implementation plan “which will have the consensus of the Drafting Team, including any recommendations for needed further changes to ICANN Bylaws and/or GNSO Operating Procedures to enable effective GNSO participation in ICANN activities under the revised ICANN Bylaws, not later than 30 September 2016”. The DT submitted its Final Report to the GNSO Council on 12 October 2016 (https://gnso.icann.org/en/drafts/bylaws-drafting-team-final-report-12oct16-en.pdf). On 07 November, the GNSO Council accepted the recommendations in the DT’s report as submitted and directed ICANN Policy Staff to draft proposed language for any necessary modifications or additions to the GNSO Operating Procedures and, if applicable, those parts of the ICANN Bylaws pertaining to the GNSO. The GNSO Council requests that ICANN Legal evaluate whether the proposed modifications are consistent with the post-transition Bylaws and report their findings to the GNSO Council. The GNSO Council requests that members of the DT make themselves available for consultation by ICANN Policy Staff as needed. This is a meeting of the DT to discuss the current draft proposed language for possible modifications or additions to the GNSO Operating Procedures and, if applicable, the ICANN Bylaws.

Session Overview: Human rights have come to play a central role in several processes and community discussions in ICANN, even more so now a commitment to human rights is added to ICANNs bylaws. The Cross Community Working Group on ICANNs Corporate and Social Responsibility to Respect Human Rights aims to provide an overview of ongoing human rights related processes as well as provide perspectives by doing research into the interplay between ICANN’s policies, procedures and human rights.
In this session two new reports and several analysis will be presented and discussed.

This PDP was initiated by the GNSO Council on 17 December 2015, following the Council's review of the Final Issue Report on New gTLD Subsequent Procedures. On 21 January 2016, the GNSO Council adopted the charter for this PDP WG. The New gTLD Subsequent Procedures PDP Working Group is tasked with calling upon the community’s collective experiences from the 2012 round of the New gTLD Program to determine what, if any changes may need to be made to the existing introduction of New gTLD policy recommendations from 8 August 2007.

Cross-Community Session: Moving Towards a Data Driven ICANN
Background/ Importance: 

Data analytics is a globally important emerging area that organisations around the world are embracing to help them deliver their mission better. In just a few years a whole ecosystem has built up of data sources, analytics tools and techniques for extracting insight from data. In the ICANN context the use of data has the potential to drive: 1. Evidence based policy. | 2. Organisational/community development.  | 3. Cleaner and safer DNS.  | 4. Business - more, new, better | 5. Public trust.   ICANN has already begun work on some initiatives in this area: TLD marketplace indicators and Identifier Technology Health Indicators. But so far there is no strategic theme around data and the issue is not 'owned' at the most senior levels.

Session Goals/Expected Outcomes:
