GNSO - Next-Generation Registration Directory Services (RDS) to replace WHOIS PDP Working Group Face-to-Face Meeting
Summary of the meeting: This is a face-to-face meeting of the GNSO Policy Development Process Working Group on a next-generation gTLD Registration Directory Service (RDS) to replace WHOIS (Next-Gen RDS). This Working Group has been tasked by the GNSO Council to provide it with recommendations on the following questions: What are the fundamental requirements for gTLD registration data and is a new policy framework and next-generation RDS needed to address these requirements? The majority of this WG meeting is expected to focus upon using available inputs to develop a comprehensive and inclusive list of possible requirements for gTLD registration data and directory services.
Who should attend and why: Community members that collect, store, provide, or use registration data using the WHOIS system today have a vested interest in the outcome of this PDP. The WG is currently gathering available inputs and possible requirements for gTLD registration directory services. This session provides an opportunity for WG members, WG observers and guests to help shape possible requirements to be deliberated upon by this WG. The WG will strive to reach consensus on requirements, using them to decide if and why a next-generation RDS is needed to replace WHOIS.
What to expect from this session: This session will be led by RDS PDP WG chair Chuck Gomes, supported by vice chairs David Cake, Susan Kawaguchi, and Michele Neylon and by ICANN Policy Staff members Marika Konings and Lisa Phifer. During this session, the WG will focus on making progress on near-term tasks outlined in the WG's work plan (see https://community.icann.org/x/oIxlAw).

CCT Review Team Meeting Day 2
The Competition, Consumer Trust and Consumer Choice (CCT Review Team) is responsible for evaluating 1) how the new gTLD Program has promoted competition, consumer trust and consumer choice; 2) the effectiveness of the application and evaluation processes; 3) the effectiveness of safeguards put in place to mitigate issues involved in the expansion of the domain name space.
The CCT-RT began its work in January 2016 and plans to issue a set of draft fact-based recommendations for public comment by the end of 2016. This review is one of the key inputs to the re-opening of applications for New gTLDs.
This Face-to-Face meeting will be led by CCT chair Jonathan Zuck and is open to observers. This session is a great opportunity for the community to understand the activities and findings of the CCT-RT.
The CCT-RT will be collecting your input on its findings at its “Input to Competition, Consumer Trust and Consumer Choice Review Team” session on 4 November at 09:00-10:30.

The Registration Operations Workshop <regiops.net> (ROW) was conceived as an informal industry conference that would provide a forum for discussion of the technical aspects of registration operations in the domain name system. One purpose of the ROW was to start preparing for the replacement of WHOIS by its successor, the Registration Data Access Protocol (RDAP), a combined protocol for IP addresses and names registration data. This tutorial provides an introduction to Registration Operations by exploring the history and background of registry operations followed by high-level overviews of the fundamentals of RDAP deployments and Extensible Provisioning Protocol (EPP) extensions.

Coordination meeting of Schools of Internet Governance
Schools of Internet Governance (SIGs) have emerged as an important means of Capacity Building in Internet Governance (IG). There has been a surge in interest worldwide in IG on account several factors, and consequently, there has been an increase in demand for trained IG resources capable of participating in global processes. This has resulted in new SIGs in several regions, while other regions and countries are increasingly feeling the need for their own SIGs.
While this is a welcome development, it is perhaps important to recognize the diversity of content, methodology, faculty, resources, language and quality among SIGs. It is felt that co-ordination amongst SIGs would be useful in addressing these challenges, while also enabling other synergies such as sharing each others' contents and experiences. An institutional mechanism that would enable such co-ordination would be a positive step towards strengthening SIGs world-wide.
This meeting, hosted by APRALO and supported by the Asia-Pacific School on Internet Governance (APSIG), will bring together representatives of regions and countries who have organized SIGs or who want to initiate SIGs, and discuss means of enhancing co-operation amongst them and also evolving a common, global, institutional mechanism for this purpose. The Registration Operations Workshop <regiops.net> (ROW) was conceived as an informal industry conference that would provide a forum for discussion of the technical aspects of registration operations in the domain name system. One purpose of the ROW was to start preparing for the replacement of WHOIS by its successor, the Registration Data Access Protocol (RDAP), a combined protocol for IP addresses and names registration data. Clean Pipe: Improving Health of Cyber Space
The global economy and a nation’s critical infrastructure rely on the Internet for communication and connectivity. Telecommunication networks act as the heart of the interconnect between various industries, organizations, countries etc. However; the Internet traffic, in addition to genuine data packets also contains spurious / malicious traffic like spyware, malware, worms, trojans etc. This not only compromises security of data but also chokes up the bandwidth. It also points to the disturbing fact that several end user systems may have been compromised and may be acting as botnets to help malicious agents launch spam. What is worrisome is that the systems may become vehicle for distributed denial of service (DDoS) attacks. A DDoS attack can saturate an organization's Internet connectivity, impacting its ability to conduct business thereby having a negative impact on revenue and brand reputation. DDoS attacks pose the biggest challenge to organizations and they may need to shell out millions to install on-premise solutions to protect connectivity to service nodes. However, as demonstrated by recent incidents involving attack on DyN, NASDAQ, Spamhaus and several global firms, organizations need to ensure they work with all entities in the connectivity value chain to secure their Internet pipe and ensure continuity of business. To mitigate DDoS attacks before they start to block traffic to the targeted enterprise, and defend against the many other threats the concept of a “Clean Pipe” emerges. With their unique vantage point over the organizations network, telecom firms are ideally placed to deliver “clean pipe” Internet service by curtailing external network threats before they reach their customers’ endpoints. Their protection service may leverage and integrate with domestic and international partners to gather intelligence and exercise defensive measures. Considering the sheer number of networks and systems managed by the telecom industry, they are uniquely positioned to help strengthen cyberspace. The telecom industry not only provides an organization with the means to secure their mobile and endpoint environment but also eliminates the need for extensive investment in security hardware and costs associated with maintenance and management. The telecom industry is suitably positioned to monitor the Internet pipe on a continuous basis thus providing better network uptime, zero latency and packet drop amongst many other advantages.

How to do outreach within each SO/AC
Background/ Importance: ICANN Meetings are a central principle of ICANN's multi-stakeholder model because they provide a venue for progressing policy work, conducting outreach, exchanging best practices, conducting business deals, interacting among members of the ICANN Community, including Board and Staff, and learning about ICANN. cross-community engagement and outreach were very prominently on the agenda of the policy forum, and this will most likely continue to be so in the future
Session Goals/Expected Outcomes: Create awareness on what outreach means to ICANN, what has been done and what are the next steps for the SOs & ACs on this matter. What does outreach mean to each SO/AC? Once that question has been answered, one can work on a better interpretation of outreach, and develop or refine a strategy on reaching out to new potential members as well as to engage new and existing members.
Session Format: The chair sets the scene regarding the various initiatives, and the concerns raised about the level of outreach currently available. After the high level introduction, moderators take over and ask the audience questions, and invite them to share views. Wrap-up by the chair.

High Interest Topics session: Mitigation of Abuse in gTLDs
Background/Importance:
This high interest topic session is proposed by the GAC Public Safety Working Group (PSWG).
Subsequent to the Affirmation of Commitments and GAC Safeguard Advice for New gTLDs (Beijing Communiqué, 11 April 2013), a number of measures to mitigate abuse of the DNS have been incorporated into ICANN’s New gTLD Program. Additionally, a range of abuse-related activities at ICANN are still in development phase.
While the effectiveness of such measures is subject to ongoing reviews in connection with the Competition, Consumer Trust and Consumer Choice (CCT) Review, the PSWG notes the prevalence of threats (as demonstrated by reports of abuse by specialized industry actors ) which raise important public safety issues.
In order to ensure an interactive and productive session on this topic, the PSWG is inviting presentations and discussion of existing best practices across the industry, as well as ICANN’s efforts in enforcing relevant provisions incorporated into both the Registry Agreement (RA) and the Registrar Accreditation Agreement (RAA).
Goals and expected outcomes:
• Update ICANN Community and discuss current industry practices in the mitigation of abuse of the DNS
• Provide an opportunity for the ICANN Community and its SO/ACs to present their views and raise their concerns for consideration in the ongoing reviews of the effectiveness of current safeguards, as well as ongoing abuse-related activities at ICANN.

Update on WHOIS-Related Initiatives
Background/Importance:
This high interest topic session is proposed by the GAC Public Safety Working Group (PSWG).
There are currently several substantial Whois-related initiatives underway across ICANN and its Community: the Next Generation Registration Directory Services GNSO Policy Development Process, the implementation of the Proxy & Privacy Services Accreditation GNSO Policy Recommendations, as well as other activities such as the development of the Whois Accuracy Reporting System or the Implementation Advisory Group on the Whois Conflict Procedure with Local Laws.
Currently, the PSWG is involved in several of these Whois-related initiatives that may have Public Policy and Public Safety implications. Through its contributions in these activities the PSWG has been developing positions and a body knowledge that could benefit the larger ICANN Community.
To ensure an interactive and productive session, the PSWG is proposing a focus on accountability of domain registration. The PSWG will introduce the challenges and invite an update on the various ongoing initiatives from this perspective, for discussion with the ICANN community.

Competition, Consumer Trust and Consumer Choice Research Results
ICANN has published findings from a series of surveys and studies that will serve as inputs for the Competition, Consumer Trust and Consumer Choice Review Team’s assessment of the New gTLD Program. Nielsen conducted two surveys each of global consumer and domain name registrants to better understand their perceived sense of trust, choice and experience in the domain name landscape, and how those opinions changed over the course of a year. In addition, Nielsen surveyed new gTLD applicants about their experiences regarding the New gTLD Program application and evaluation processes. In a separate study, organizations in the developing world were surveyed to provide insight into factors that would motivate program candidates to apply. In this session, study authors will provide a detailed briefing on the results of their inquiries.

Exploring the Public Interest Within ICANN's Remit
Background & Context
Discussions around the concept of the public interest within ICANN's remit have been taking place for many years. 
In 2013-2014, the Strategy Panel on Public Responsibility Framework explored this topic and, in consultations with the community, proposed the following definition for the global public interest in relation to the Internet:
[E]nsuring that the Internet becomes, and continues to be, stable, inclusive, and accessible across the globe so that all may enjoy the benefits of a single and open Internet. In addressing its public responsibility, ICANN must build trust in the Internet and its governance ecosystem.
While this definition has been well received, there is a desire to revisit. 
A high interest session took place at ICANN55, which helped build on previous discussions, but did not lead to concrete recommendations for next steps. Following ICANN55, the At-Large Advisory Committee created a Working Group to further explore the concept of the public interest. 
As the organization readies for significant changes, it is important to carry the conversation forward.  
A panel comprised of members of the ICANN community will lead the discussion.

Background/ Importance: ICANN and its domain name registries and registrars are steadily increasing pressure to assume responsibility for enforcement of rules about content on the Internet. We see this in calls for the cancellation or suspension of domain names associated with allegedly illegal or objectionable content hosted on a website to which the name resolves. This includes content that is alleged to be in breach of intellectual property rights, or that might contravenes national licensing or regulatory requirements, or might be in breach of some other law or social standard. The attraction of enforcing content rules through ICANN and its contracted parties is that they are a convenient gateway for access to most content that is hosted online, and if they can be induced to act, the complainant will be able to save much time and money in comparison to pursuing legal avenues. This applies especially to cases of cross-border disputes, where one or more of the the locations of the complainant, the website host, the website owner, the registry, and the registrar, may be different. But the negative side of this method of enforcement is that it tends to lack the due process and accountability of domestic legal processes. If private parties are held responsible for enforcing content rules, they are likely to enforce them in the way that poses the least cost and risk to themselves, rather than in a way that upholds users’ rights to freedom of expression and privacy. This is especially so if ICANN or its contracted parties are held legally responsible for the registrants’ content in case of their failure to act.
Session Goals/Expected Outcomes: The issues surrounding this debate are highly pertinent to ongoing debates within the ICANN community including: Enforcement of the 2013 Registrar Accreditation Agreement Application of intermediary liability rules and safe harbours to contracted parties Self-regulatory measures such as the Domain Name Association Healthy Domains Initiative The session will bring together all relevant stakeholders and constituencies including GAC and law enforcement representatives, the Intellectual Property Constituency, the Non-Commercial Users Constituency, and the registrars and registries, to discuss and debate the appropriate role of ICANN and its contracted parties in relation to Internet content hosted at a domain. Although it is not expected that a full consensus will be achieved, the outcomes of the session will be a greater awareness amongst all stakeholders of the complex issues surrounding Internet content regulation through participants in the domain name system, which will feed into ongoing policy discussions throughout the ICANN community and enable more inclusive and informed outcomes to be reached.

Summary of the meeting: This GNSO Policy Development Process was launched in June 2014 to examine whether or not changes to the existing dispute resolution processes offering curative rights protection at the second level in all gTLDs (the Uniform Dispute Resolution Policy and the Uniform Rapid Suspension procedure) were needed in view of the specific needs and concerns of international governmental organizations (IGOs) and international non-governmental organizations (INGOs). The PDP Working Group commenced its work in June 2014. Following analysis of the needs and concerns of IGOs and INGOs in relation to the need to provide adequate curative rights protection against abuse of their names and acronyms, the Working Group consulted an external legal expert to obtain advice on issues relating to jurisdictional immunity for IGOs. The Working Group also sought input from the Governmental Advisory Committee (GAC) and IGO representatives. The Working Group has completed its initial deliberations and will present its preliminary PDP recommendations to the community at this session, for feedback and discussion.

Summary of the meeting: This GNSO Policy Development Process (PDP) was initiated in February 2016 as a two-phased PDP. In Phase One, which is ongoing, the PDP Working Group is reviewing all the rights protection mechanisms (RPMs) that were developed for ICANN’s 2012 New gTLD Program. Phase Two, to commence when Phase One is completed and following a preliminary report, will focus on the long-standing Uniform Dispute Resolution Policy. - Background/ Importance: The bottom-up process and contributions via the multistakeholder model are the core of ICANN but claims have regularly been made that the legal advice provided to ICANN does not support that. This session seeks to explore the reasons these claims surface by examining both the nature of the questions asked, the laws/guidelines that are consulted, the processes by which this advice is produced, how this differs for internal and external counsel and how it is then shared with the community.

Summary of the meeting: The GNSO Council adopted the Charter of the GNSO Review Working Group during its meeting on 21 July 2016. This Working Group is tasked to develop an implementation plan for the GNSO Review recommendations which were recently adopted by the ICANN Board. Per the GNSO Review Working Group Charter the GNSO Review Working Group will be responsible for developing an implementation plan, containing a realistic timeline for the implementation, definition of desired outcomes and a way to measure current state as well as progress toward the desired outcome for the GNSO Review recommendations adopted by the ICANN Board (thirty-four (34) recommendations of the Final Report of the Independent Examiner (i.e. all recommendations excluding recommendations 23 and 32). This implementation plan is to be submitted for approval to the GNSO Council, followed by consideration by the ICANN Board. Following the approval of the implementation plan, the Working Group is also expected to execute and oversee the implementation of the GNSO Review recommendations unless specified differently in the implementation plan. Continuous Data-driven Analysis of Root Stability (CDAR) is a research project investigating the technical impact of the New gTLD Program on the root server system. Cross Community - New gTLD Auction Proceeds Cross-Community Working Group
Summary of the meeting: Overview: The new gTLD Program established auctions as a mechanism of last resort to resolve string contention (Competition between 2 or more applicants for TLDs). Most string contention sets (approximately 90% of sets scheduled for auction) have been resolved through other means before reaching an auction conducted by ICANN through ICANN's authorized auction service provider, Power Auctions LLC. It was recognized from the outset that significant funds could accrue as a result of several auctions. As such, these auction proceeds have been reserved and earmarked until the Board authorizes a plan for the appropriate use of the funds. These proceeds are to be considered as an exceptional, one-time source of revenue.
The ICANN community has indicated that it wants to create a Cross-Community Working Group (CCWG) to develop a proposal(s) for eventual consideration by the ICANN Board on the mechanism that should be created to allocate the new gTLD Auction Proceeds. The proposed Charter for this CCWG, which has been developed by representatives of the different ICANN Supporting Organizations and Advisory Committees as well as representatives from the ICANN Board, has been submitted for adoption to the ICANN SO/ACs by ICANN57. This session will provide an overview of the proposed charter as well as anticipated next steps.
Who should attend and why: Members and representatives from the different ICANN SO/ACs that may have an interest in serving as a Chartering Organization representative on the CCWG as well as any other individuals that may be interested in tracking the work of and/or participating in the CCWG, following the approval of the charter.
